The planning and decision process for protection measures of several avalanche tracks in the community of Davos, Switzerland is the topic of this paper. The first step is a rough estimation of the avalanche risk for persons, settlements and infrastructure applying a risk matrix. Thereby avalanche affected areas are overlaid by maps of landuse patterns like buildings, infrastructure and traffic routes.
The second step is a detailed risk analysis for a certain area, which has been evaluated as a considerable risk area by the matrix. The results indicated a violation of the threshold of individual risk. A stepwise planning of protection measures and evaluation of measure combinations by applying the marginal-cost-approach yielded the optimal combination of counter measures.
